The Reconstruct Challenge is a public competition focused on finding solutions to help lower the exorbitant ancillary costs for individuals experiencing housing insecurity in the Louisville and Southern Indiana metropolitan service statistical area (MSA). By addressing the challenges that surround the housing gap, we can focus on making housing more affordable with non-traditional solutions.

We welcome applications from organizations based in the U.S. or a U.S. Territory that meet the eligibility criteria. While proposed solutions will be beta tested in three specific counties in the Louisville and Southern Indiana MSA (Jefferson County, Kentucky, Floyd County, Indiana, and Clark County, Indiana), we encourage organizations from around the U.S. to apply.


Individuals, federal entities, and organizations not based in the U.S. or the U.S. Territories are not eligible to apply.

You must first register no later than Thursday, May 2, 2019, at 5:00 PM Eastern time. Registration is a simple two-step process. First, create a username and password, and then check your inbox to confirm your registration. Next, complete the online registration form. Once you are registered, submit your application no later than Tuesday, June 4, 2019, at 5:00 PM Eastern time.

We’re looking for new innovative solutions that will help alleviate the high ancillary costs for individuals experiencing housing insecurity. This could be related to financial assistance, transportation, utilities, or something entirely different related to housing insecurity. Proposed solutions should be non-traditional and address the challenges that surround the housing gap.

Significant portions of the Louisville and Southern Indiana MSA are federally designated Opportunity Zones. More information on opportunity zones is included in the above section. Please note, it is not a requirement of the Reconstruct Challenge that your work take place in an Opportunity Zone.

The MSA, or metropolitan statistical area, is the geographic region encompassing the city of Louisville, Kentucky and Southern Indiana. The Reconstruct Challenge is specifically looking to beta test new innovative ideas in three counties and proposed solutions must be located in Jefferson County, Kentucky, Floyd County, Indiana, or Clark County, Indiana.

There will be two rounds of scoring assessment. During the Evaluation Panel review, each valid application will receive scores and comments from a highly qualified panel of expert judges who will use a trait-scoring rubric to assess their assigned submissions. All scores are normalized to ensure a Level Playing Field for everyone. Informed by the rank order of submissions as determined by the Evaluation Panel, the  top-scoring submissions will be named as Finalists. Finalists will attend a pitch event where the Selection Committee will determine the Winners.

Up to six Winners will receive an award of $300,000 each to implement their proposed solution. Additionally, all valid applications will receive five sets of scores and comments from expert reviewers. Finalists will have the opportunity to present their solutions at a live pitch event and Winners will be highlighted on the website.
